2011 F 550 persistent water in fuel

Hello, I have an issue hopefully someone could help with. My F 550 constantly gets water in the fuel. I have tested the fuel source and its good. The truck has a flatbed with a water tank and pump on it used for wild land fire operations. I checked to see if the gasket on the top of the tank was the problem but its dry not sure if that still might be the issue. Everything i have checked appears to be OK has anyone seen this before or have any ideas. Thanks for the help.

Filler neck leaking? usually quite a bit of rubber in flat bed necks, could be deteriorated.

I'll Check it out. I did a quick visual and didn't see anything but ill take a better look thanks for the help.
