It has only happened a few times but right before cleaning exhaust filter light comes on the truck would feel like a slight down shift and my MPG would decrease drastically according to the gauge. has anyone had this issue?? After driving it or turning it off and start driving again the MPG would come back up.

Yes. If you read your manual it talks about how extra fuel is basically dumped into the system to speed the regeneration process for the DPF. I have not noticed the downshifting but I may have just not noticed it. I don't like it, especially when towing and not getting but 8.5-10 MPG; then to be dumped to 4 or 5 MPG.

I plan to dump all the crap off of it as soon as I can. Then no more regens, no more DPF or DEF @ $25.
