The brackets do not need to be removed, but will stick down about 2" if you don't. 18mm socket wrench and 8 bolts to remove them. Not a big deal. Took more time taking out all the chin spoiler hardware.
Yeah I am guessing that the brackets are there for stopping the truck from driving up over something. I can see where they would act as "fangs" digging into a hood or trunk.
