aligning a ranch hand bumper

Hey guys I have a full ranch hand replacement on the front and it kinda points toward the sky. I didnt install it but I really dont see how it adjusts.

Anyone have any ideas? Or can lead me in the right direction?

2012 F-250 6.7L 4x4 Lariat CCSB, Titan 51gal, BDS 4" kit with Fox Shox, Toyo AT II 35/12.50R20, Ranch Hands front and rear

2007 F-150 King Ranch 4x4 2" Autospring, Bilstein 5100s on all four corners. Nitto A/T 285s.

Here are their install instructions....they indicate the bumper must be level before tightening the 4 18MM bolts...so I might start there.

INSTALLATION INSTRUCTIONS
2011-up FORD SD (F-250/F-350) GRILL GUARD PART # GGF111BL1 / GSF111BL1 / PBF111BL1
NOTE: You will need to cut openings in the air dam for the straps.
1. You can cut the openings in the air dam from the front or back.
2. From the front, find the center of the air dam. Measure out 19 ” and 21 ” on
each side and mark. Measure 3 7/8” and 4 7/8” from the bottom and mark. The
openings should be approximately 1” x 2” and be 39” apart.
3. From the back, you will see two small circles that are 24 ” apart. Measure
from the outside of those circles 7 3/8” and 9 3/8” and mark. Measure 3 7/8” and 4 7/8” from the bottom and mark. The openings should be approximately 1” x 2” and be 39” apart.
4. Remove the four factory 18mm bumper bolts, two on each side. Install the grill guard by using the same 18mm bolts. Hand tighten.
5. Center the grill guard from side to side and make sure grill guard is level. Tighten the four 18mm bolts.
6. There is a driver and passenger bottom bracket. On most 4x4s, there will be a bracket that is located on the bottom of the frame. Remove the two outside 18mm nuts. Place the bracket over the bolts and reinstall the factory nuts. If there are no brackets on the bottom of the frame, use two ” bolts to install the bottom brackets. Note: Make sure the holes of the bottom bracket are in line with the strap holes.
7. Use ” bolts to mount the straps of the grill guard to the bottom brackets.
8. MAKE SURE ALL NUTS AND BOLTS ARE TIGHT!
W ARNING
Special care should be exercised in the handling, storage and installation of Kaspar Ranch Hand equipment.
The actual weight of each piece of equipment will vary depending on style and model. The weight of the equipment is sufficient in volume to warrant special care, assistance and in some instances, the use of mechanical equipment during the transfer and installation of the equipment. Do not assume a position directly under the equipment during installation. Be sure the equipment has been connected and stabilized during installation to prevent falling or shifting of positions.
Periodically check tightness of bolts to make sure they are tight, and unlikely to fail. 4/16/10
