Fuse Box Spare Connection

How can I access connections to the spare fuses in the passenger side fuse box?

I can see from the manual that there are a number of spare fuses, for example: 23, 25, 34, 42, 45.

Is there an easy way to connect to the fused side? Are any of these switched with the ignition?

They are just spare fuse "holders" if you will. They are not "hot". I tried to Hardwire my valentine to 45 and it read 0 on a voltmeter with ignition on and off. I went directly above and hardwired into 44 which was the fuse for the auxiliary switches.
