Ever seen this?

I was driving home today and my dash caught my attention. I looked down and my dash was doing this:

I turned the truck off and back on again, and it was still doing it. Loose wire? Where would I even begin? Is it safe to drive?

My in laws 2000 Expedition does the same thing. I don't think its a safety issue. Its probably either a loose ground, a short, or a failing cluster. It would annoy the heck out of me though.

Thanks for the reply. I just got the truck in November, so I've emailed a copy of the video to the dealer and I'll see what they say.

It is annoying, but I'll have to deal for now. =\
