does your truck do this?

Lately I have noticed a surging or shuttering upon acceleration. It does not happen off the line but it will happen from anywhere from 40MPH-speed limiter. My truck is stock, 23000 miles, and a build date sometime in September 07. The shuttering usually happens after the truck is warm and after I have been traveling at highway speeds for a little while. It does this when the ambient temp is hot or cold, oil just changed or at 5000 miles, and new or old fuel filter. I have not found any considerable water in the filter. EGT's under 1200. My tail pipes are clean and I have never blown black smoke but have blown white smoke for a few seconds once or twice. The funny thing is the shutter happens under 1/2-3/4 throttle and the tack will sometimes bounce around between 2500-3000 rpm, the boost will read 28-30, but the truck has no get up, but will take off if I slowly advance to full throttle. This will also happen if I try to pass in OD, the truck will down shift and shutter but not go and after 3-5 seconds will take off. The only time this does not happen is while in regen. This started shortly after I got the truck but only once a week of so but now it seems to happen daily. I drive 150 miles round trip for work and that is mostly highway speeds. At first I thought it could be turbo surge but the boost does not fluctuate. It almost sounds like the torque converter is locking and unlocking really fast. Are there some bad fuel maps from Ford that need to be updated? The 7.3's were much easier to diagnose. Any Ideas?
