New to ford

So my family is all into the duramaxs. Then my dad goes an buys a 08 6.4l so the pickup gets here. Its straight piped which we didnt know so it has to have a tune or something to run correct? But there is no chip in it. Took the pickup about an 1/8 of a mile on the farm here and got on it and the turbo gauge didnt move and just smoked a bunch. we popped the hood and the actuator doesnt move very much maybe an 1/8 of an inch maybe. So we think the veins must be stuck? Also interior lights flash like its a warning. The light with the guy wearing his seatbelt and an airbag is on an also the check engine light with a p132B code. Any help would be greatly apperciated as we arent very knowledgeable about the fords. the maf sensor at idle was reading 1.68grams/sec if that helps at all. Thanks in advance

The code you are getting is for a sticking Turbo. Did you get an Oasis report on the truck before you bought it? All service records clean?

Did you or your Dad look at the truck before you bought it? Any records with it? Yes, if the DPF has been deleted then it has to have a programmer to run correctly.
