Good question, mine is just the opposite though when I flip the lever on mine it'll continue to drain until I flip it back.

Mine was doing this and when I changed the filter I noticed some crusty stuff in the area by the drain. After cleaning that it worked fine, but has recently started again. I am sure it is dirty again. You might want to check that on yours.

this is a big problem with the fuel water separators and if you let it go you will end up with rust deposits in the fuel system which can lead to fuel pump failure. I had the same problem with mine. more then likely it is gelled up on the inside. what you need to do is drop the separator, take the cover off and clean it. after that it is important that you drain the separator regularly, especially if you live in a damp environment. if you don't keep up on this it will gel up again
