Fuel overflow

When I top off my tank, it seems I get a overflow/spray from the back of the tank when I drive. I noticed fuel at the rear of the tank and fuel gets sprayed/blown over the diff and springs from driving.
Is this normal when topping off the tank? I had the tank bracket recall done and I was wondering if the tech left off a vent line or something.
With all the posts about contaminated fuel, I am a little concerned. I drain the separator every month and have never found anything out of the ordinary.

There is a vent on top of the tank near the rear that may have been left off.

Not normal. I can top mine off to the cap. Never had any overflow though.
