SCT 1.22 & 1.26 cold weather idle surge

Dropping into the mid 30's around here at night now. Cold starts with the 1.22 or 1.26 result in a surging idle. Generally jumps about 150 rpm rapidly then returns to normal idle speed, then jumps, then returns, rinse and repeat. Raise the throttle a bit and it goes away only to return once you let it idle again. Goes away after idling for about 5 minutes. Only does it idling.
