Do the 6.7's make the same power as the 6.4 with bolt-ons?

Wondering if the 6.7's have the same power potential as the 6.4's

'08 F250 Regular Cab 4x4 (sold)
MBRP dpf delete
MBRP intercooler pipe
S&B intake
IDP/ SCT tuned
Suncoast Trans (built by Quin Trans in Lompoc, CA)
Cal-Tracs
Eaton Tru-Trac
12.76 @ 105.50, 1.80 60ft (before trans or intercooler pipe)

As of right now, they arent making the same bolt on for bolt on, but you never know what could happen

I laid down 630rwhp, from what I've seen you need a good bit of cash in anything else to get in that ball park

Ok with the basic intake, DPF/ cat delete pipe, and tune they aren't making nearly as much, or not quite as much ? I searched 6.7 powerstroke dragstrip on youtube and I didn't find any of them even getting into the 13s. The 6.4's are in the 13s and 12s with these parts it seems.

The 6.7 runs out of air too fast to equal the power that 6.4's can produce.

So the cylinder heads don't flow as well, or the cam is milder?
