California Emissions?

Looks like I will be moving out there and am wondering if anyone knows if the new kem programmers will pass emissions? I here the new emissions test that new 08 are for 2010 so I want better mpg and horsepower. I here they do smog test every year on your vehicle. Thanks any info would be great!
