Built in safeties on tunes?

What safeties are there on the lower tunes that are not on the higher tunes? I keep reading about using the lower tunes because of the safeties but can't find any info on exactly what they are. And why not include them on the higher tunes? Thanks.

It depends on who's tunes you are using. I believe the H&S tuner can set defuels on any tune.

How about H&S or KEM tunes?
