Exclamation 6.4 Powerstroke Surge

I have had an ongoing issue with a 6.4 Powerstroke. The truck has had 200,000 reliable miles put on it, so don't get me wrong, I wouldn't have anything else. The issue started with the engine light coming on. It was still running good but i just wanted to make sure it was nothing serious. I called SCT because i thought it might have something to do with the tuner (SCT Livewire Extreme). I gave them the code that came up and they said it was an overboost code. Following their directions, I returned the truck to stock and had it reflashed at the dealership. I then updated the tuner. This didn't help any at all. The code came back. It later started surging when under stress. Whenever i start up a hill and the large turbo kicks in, it begins to have little spasms. The RPM's and boost jump just a little and it kinda jerks. It does this about every 5 seconds until i make it up the hill. I have been pulling with it lately and it does it a lot when under a load. I got a new KEM 250 tune and thought i had it fixed, but i pulled with it today and got my hopes smushed. It is still doing it. I had my mechanic mess with it for a week when it first started and he had smoke rolling out his ears. He has no clue what the problem could be. Any help would be appreciated. Could it be the VGT considering that it runs good until it is put under stress? thanks
