turbo over spool/ loss of power.

Im asking for a buddy. He's got a 6.4 and is studded and deleted. he's got SCT with a real hot custom tune. He said gauge has hit 40+ psi and is normally 32-35psi WOT. And when not on the throttle hard it has lost power. any one have any experience with this, or a though as to what could be causing this? thanks

Have him take off and clean the map sensor and ebp sensor and tube. The tube is probably plugged up with soot.
