LOUD under hood

I have a 08' 6.4 and it has 6500 miles on it and it has developed a loud howl under the hood while under load, it sounds like a bad clutch on the fan but maybe wastegate?? I have this posted in a different spot also but no ideas there. If anyone can help me out thanks.

Where does it sound like it is coming from? The front of the motor, back by the dash, passenger side, driver side?

have you checked your coolant level? Im wondering if your raditator is leaking and your coolant is low....so the engine is commanding the fan clutch on......
