High pressure fuel pump

I am pretty familiar with how things work but this sounds a little strange. I bought my pickup not too long ago and discovered the high pressure fuel pump was coming apart. Truck is under warranty so it is currently in the Ford garage with the cab lifted. My question to you guys is, why would one dealer tell me I need a whole high pressure system that includes lines, rails, injectors, fuel cooler and pump but could not tell me if it would be covered under warranty? When the dealer in the next town over says it only needs a pump because there is a screen to keep the shavings out of injectors and everything but it is in fact approved by Ford to do under warranty after conducting several tests. These were not small shavings by any means (checked it out before I took it in) and my understanding is that with the fuel return they should be dropping the tank, cleaning the entire system and more than likely finding shavings everywhere. Any input someone with more experience in this area could give me would be great. Thanks!

If the HPFP goes out, the first dealer is right, it needs new everything. The other dealership I wouldnt take anything back to. Let them change just the pump and it will probably be back in there before too long getting injectors and etc.
