vane over travel?

ok i got a truck in the shop that would squeal like crazy even at an idle, i traced it to what i thought it was and came up with the vanes in the old charger. because when it would squeal i could move the actuator rod some back and forth and it would change the pitch of the squeal.

so i got a rebuilt charger and put it on and it still squeals!!!!!!

it no longer squeals at an idle but as soon as you start throttleing up it will. i also kicked up the p132b code, so i pulled the actuator rod off the actuator and reved the truck all the way up and no whine/squeal. i had another guy jump in and rev the truck up and if i pulled the actuator rod towards the front of the truck id assume that would be opening the vanes.

once i unhooked the actuator rod and cleared the p132b code it wont come back on i even drove it out of the shop with the actuator rod unhooked and no code,

im lost at this point idk if i need to get a new actuator or if i can just adjust the actuator rod so the vanes dont open as far?
