NO turbo Boost

Recently I let my father drive my truck, and he told me that he was driving a heard a loud whining noise and the truck started shooting out black smoke so he pulled over and it died. Waited a few min and re started it. Then he said it drive ok, but seeing that it needed an oil change he took it in and go the oil change and fuel filter changed. WHen i went to pick up the truck and I got on it I noticed it had NO power in it at all and the boost gauge stayed at 0 the whole time. I took it in to the dealer and they told me the DPF was clogged and that why is not getting any boost. Is that true? Even if its clogged shouldn't it have at least some kind of boost movement? No that its clogged I will be going with a tuner and DPF delete but I want figure out if there is anything really wrong with the turbos?

The exhaust has to flow for the turbos to create boost. If the exhaust is clogged the turbos can't work.
