only when it rains

i have an 08 f 350 6.4 with only 29000 on it march of 08 was its build date i have this problem only when it rains it goes to high ideal about 1500 and i have no throttle control it runs fine when every thing is dry it throws a check engine light i some times says cleaning exhaust filter any ideas would help thanks

I live in MIAMI, FL it has rained like EVERYDAY for the last 6 weeks{not a TYPO} And my truck has only once had like a burp when I accelerated, but it hasn't done it again
