How do you know if your Turbo going on 09 6.4 l

So I noticed that my 09 6.4 powerstroke is making this strange sound when the turbo is winding down. It almost sounds as though the truck is caughing. Then a real rough off balance spinning sound as it winds down. I have never ever heard it sound like this before. It is constantly asking me to run some health report on it. I called the dealer but they are usless, i was wondering if anyone has had this same issue if it even is an issue
