Power Steering

The truck now has 120XXXmiles on it and I've noticed that the steering has been acting up,by this I mean sometimes if you try turn the wheel will stop or feel stiff then all of a sudden its fine.I checked the fluid and to my surprise it was milky like a strawberry milkshake with foam on top there is also a leak coming from one of the rads I thought it was tranny but it doesn't seem to be down enough to worry about....any thoughts would help and there is no more warranty left.
