water issue

i have an 08 f250 and every time it rains hard some how water leaks on to the fuse box on the passenger side floor board and throws up the code trailer brake module fault and the truck won't start. any ideas how this water is getting in my truck, i took the defroster grill off and really didn't see any way water was getting in.
