Rust or sealer?

While waxing my truck the other day, I found this strip across the top of the right rear door in the middle above the window. The truck is an 09 with 26k miles and sees little rain. While any rust is bad I found this location to be especiallly troubling since its located at the top of the door and not the bottom. I took it to the dealer and was told FIRST Ford wont fix it. Second it may be sealer that was pressed out while the skins were married. Then it contaminated the pain causing it to bubble. What do you think. Should it be a VERY high priority to fix or could i get by for a few months.
