Cruise Control Release Switch Diagnosis

My CC is out and I know the most common reasons are the brake pedal switch and the cruise control release switch (ccrs). The ccrs is located on the bottom of the brake master cylinder. Taking a test light to the brake pedal switch wires show that power is passed through the switch when depressed. My brake lights and remote start work fine so I know its working.

The ccrs however shows power passing through without depressing the switch. Does anyone know for sure if that indicates a failure or is it suppose to work like the brake pedal switch?
