Front hubs stuck

Had an inspection done and one of the things they put down was that the front hubs are stuck on, even when in auto/2wd. I asked about it and they said there might be a vacuum leak, and I thought if that was the case wouldn't they be stuck off instead of on which they replied when there's no vacuum they're on by default.

Looked under the truck and followed the vacuum lines, couldn't find anything obvious like cracks, don't have anything to try and pressure test. Not sure what else might cause this.

When they have no vacuum they will default to unlocked. That shop is wrong

If the big spring in there gets weak then it wont return to the unlocked position. Thats what my truck was doing. Take them apart and lube them up real good
