manual locking hub not working/broken

right front passenger side won't engage so 4 wheel wont work, I saw the link about cleaning and re-packing the manual hubs, but that didn't work. I need a new one ,I believe. while taking it in and out. I noticed that from the inside I could make my axel move up and down a lot. so I looked around and see I need the Large seal that's on the axel replaced. could the seal that's on the axel and back of the wheel bearing have anything to do with the manual locking hub going out? just wondering if that play in it has something to do with it, since that Manual hub slides onto the axel? new one at Ford is 200 plus tax, I don't want to get it yet if I have to change something else first. any Ideas, thanks
