Cruise not working.

The cruise on my truck wasn't working when I bought it (no dash light or actual function). I assumed the clock spring was going out and waited for the airbag light to come on or horn to stop working but that hasn't happened. From other threads I've read, another common culprit is the switch at the end of the master cylinder. I wasn't sure if it's normally open or closed so I tried to engage cruise with the plug jumpered as well as just unplugged. It didn't work either way. Was this a valid test or does the ecm look for this switch to cycle with the brake light switch or check it's function some other way?
I also attempted the cruise button dance / indicator light flash diagnostic procedure but got nothing which has me leaning more towards either the clock spring or the cruise buttons themselves being the issue. Does anyone have any thoughts on this? I really don't want to just start throwing parts at this.
