intermittent no/delayed start

So I have an interesting one start happening in the past week. In each instance my truck is cold as in sitting overnight. When I go out to turn on my truck, I turn the key to on and wait for the glow plugs to go out, than I try to turn on the truck and nothing happens, no crank, no clicking, just silence. All the lights and electrical stuff work and I know my batteries are good so it cant be them. So I cycled the key again, and left them in the on position, waited 30 seconds to a minute and than tried again, it cranked and fired right up. Any ideas why I have to leave the keys in "on" for longer than the glow plugs indicate?

I would use a volt meter and test on the signal wire (starter) to see if it's getting power while you crank and go from there
