Surging/Rough cold start

So the truck was sitting for a day and a half and overnight. It was cold out, 3* was the lowest at night. I have been recently getting these starts as you see in the video. I cycle the glow plugs 3 times and start it, it kicks over and dies. I restart it and it surges a couple times and then straightens out. It also smokes a bit on start up. Im wondering if this is normal cold start stuff or if there might be a problem. FICM voltage does drop down a bit to the mid 40's but recovers.

If you are seeing even momentary FICM voltage drop into the mid 40's I would say the FICM could be starting to go.
