possible bad turbo.? rag got jammed against compressor wheel

2003 ford 6.0 while cleaning the air box a rag got sucked up again the compressor wheel of the turbo i started it and it blew alot of white smoke then i realized i had the rag in the intake tube well shut it off and pulled the rag nothing was torn are ripped so i figured it would be ok but was i wrong its has a obnoxius loud whistle i never heard before and it wont get up it just sounds like something was clogged
and every time i let off the gas it flutters like crazy which it never done before so i checked the fins seems to be ok pulled the inter cooler lines still no signs of nothing
pulled the turbo everything checked out to MY eyes any way!
it wont go over forty any other things to check?

i also pulled the egr valve it had alot of greasy gunk so i cleaned it but im yet to try it out again is there anything else i can try?
