Tar on my Tires

Ok,
So I got a huge lump of tar on my tires. I took it to the tire shop they tried to get it off with no avail, so they rotated it and ballanced it the best they could (they needed rotated anyways). At 75mph it still shimmies. Is there anything I can do, we're talking a large amount of tar on there.
