Turbo whistle went away

I have an 04 f250 with an 03 turbo when I first got the truck it had a really loud whistle and now you can barely hear it the turbo has been cleaned and still didn't help. I am also getting higher EGT's and more smoke than normal. Can someone help me with this problem?

My local mechanic that only works on these trucks.
The ebp sensor and tube was checked and they were cleaned out as well.

And I have also noticed a lot more turbo surging when it builds boost and let off everyone else that I know that has the 6.0L there's dont do it unless the boost is above 25 and then let off the throttle, mine will do it with 4 psi or higher. What would cause this?

If you're confident everything was cleaned well, the VGT actuator, the connector, and the wiring are the next things I'd troubleshoot. Have you hooked the truck to a scanner?

I hooked the truck up to a snap on modis scan tool. The only codes that come up is the EGR codes cause there is no EGR in the truck.

And you used the Modis to vary the VGT cycle? No codes for that?
