Boost Issue

So my friend has a 2005 6.0 and the issue he is having with his truck is that it will under boost for some reason. What happens is that he will be cruising at speeds between 55-60 and the psi will be between 5-7 lbs, then it will seemingly go down to 2-3lbs of boost and not be able to build any boost from there on out. However if he shuts his truck down and starts it back up it seems to reset and all is well so my question is does this sound like an ecu issue or a map sensor issue although he has replaced the MAP sensor not to long ago. All I know he has done to the truck is the basics an SCT tuner a 4 inch turbo back exhaust and an AFE airbox. Thank you for your help ahead of time I appreciate any feed back or any ideas.

Any codes? It might be vgt related, ebp sensor, or egr related, could be something going on in the fuel system too. Does the engine not respond when giving the go pedal a nice step or is it just struggling to build boost?

When you step on it, it builds 25lbs of boost apparently but it has no power. We also took the intercooler pipe from the turbo off and it has a gray sooty ash in it.
