I assume you mean 200-210 ECT temps and not 250?
I would look at the fan to begin with. In town you have to get air moving accross the radiator to have any cooling.
I'am not sure what would cause the degas bottle to overfill. I know in bigger trucks (CAT engines) oil coolers can go out and puch oil into the cooling system but have never heard of it on the 6.0. Head gaskets to my knowladge would push gasses out the degas bottle and would probably see some fluid loss not gain.
Hopefully someone else has a better idea.
