Boost 20-30psi

OK, so the issue is when I'm on the highway and I'm cruising then get into the pedal it goes to 30psi of boost and its quiet , but when I'm on the street and i punch it it just goes to 20-22 psi and its loud like a raped ape.
so what I'm asking is, is something wrong with my tuning or is this normal?

Normal! When you roll it in in overdrive, the TC is locked or close to it and it builds the boost due to the load. If you are slower and punch it, it downshift, and the TC is nowhere near locked so the truck senses less load on the engine and gives you less boost. It is all in the PCM and sensor parameters.
