This does sound very odd. I did have a similar circumstance in my 99. As I was trying to slow to a red light my cruise stayed on when I pushed on the brake pedal. It didn't try to rev up or "run away" it just held it's ground, it stopped the moment that I hit the "off" button on the wheel. It never happened after that.
