No power at low RPM

Hi, I'm looking for some help. I have a 07 6.0 which isn't making any power down low. I thought it was a turbo issue so I replaced it and still the same. I'd a pressure test and no air leaks. I also cleaned my EBP sensor. That didn't change anything. I have a motos snap on scanner. So I can run tests I just need to know where else I should start looking.

How much psi is it making at high rpms or will it even do that?

About 25 26psi. The top end feels good!

No idles fine. I did a injector contribution test and they seem to be all working the same

Could be VGT solenoid.
What is EBP, BARO, and MAP all doing with KOEO? Should be almost identical.
Maybe fuel pressure issue too.

The Vgt solenoid is new. I just put a new turbo on it yesterday. EBP was reading 97 KPA at hot idle.

Let me put it this way:
Test VGT duty cycle driving. And EBP, MAP, and BARO at KOEO.
Guess it could be FICM too.
