6.0 powerstroke puking coolant

about 2 or 3 weeks ago i noticed a howling noice. just the other day i finally had time to check it out. where i found that it was puking coolant out of the coolant resivor. i just had an egr delete and head gasket job done with arp head studs about 20,000 - 24,000 miles ago. i started simple and replaced the coolant cap. fixed it for a day. today i started it and realized it was doing it once again.also cooling fan is constantly running. all modifications are egr delete, arp headstuds, straight pipe, sct tuner, and thats about it for the motor. any one have an idea of what it could be? local shop (christian brothers automotive) told me its the clutch on the fan. but how is that if the fan is coming on? also when you move the fan by hand it has some tension to it as you turn it. any help would be greatly appreciated.

The fan is going to always spin when the engine is running... The fan activates at 100% when rpms, temperatures are met. Yes there will be tension when moving the fan by hand. The fan is certainly not the problem. Check your coolnt level. Should be 1/4-1/2" below min. mark.
