2004 6.0 No Power

Hi, I am new to this forum and will greatly appreciate any help. I have owned the truck since it was new, it has 175000 miles. All I have done is normal maintenance and had zero problems. I started losing power going up hills. I took it to a local diesel mechanic who scanned the truck while we were driving it. He said the icp pressure was low showing 600psi instead of the recommended 3600psi. He said it needed a new ipr valve. Before I could work on it the truck it was having trouble getting up to 20 mph. I change the valve and nothing changed. Removed the icp The plug had oil in it so was hoping that was the problem . Change the sensor and cleaned the plug with carb cleaner. Still no change. The truck idles fine. When it first starts it seems to be bogged down for a couple of seconds then idles normal. Thanks again for any help.
