Power steering whine / problems

Hey guys ive been having this problem for about 6 months now. When i purchased the truck it had a steering whine / groan while turning and was loosing PS fluid. It is also very hard to turn while at a dead stop. Sometimes it will be easy to turn at a stop then seconds later really hard. Also if my fluid get just a HAIR low the groaning will get really loud and my brake pedal also groans until i get more fluid in it (i have to almost fill it to the top of the resovior). I figured the power steering pump needed to be replaced, well i replaced it today and it didn't change a thing besides it isnt leaking anymore that i know of. The shop that put in the pump told me that i need a new hydro-boost but im not sure thats it. Wanted to get some input before putting in something else. Thanks
