04 f-250 crank no start IPR?

I had low HPO and initially pulled a p2291 (Low ICP While Cranking) code. So I replaced the dummy plugs, standpipes, checked injector o-rings, new o-rings and screen on ipr, replaced screen under oil cooler, blocked egr, and checked hpop. Now I tried to restart and it just cranks. It pulls a p2287 (ICP sensor intermittent) code. Ive heard you can unplug icp and it will start if its bad. I unplugged and got p2285. I'm no mechanic and this was a pretty big undertaking. Im using an sct to get codes. Any ideas? I do have an ipr controller and my icp fitting is coming tomorrow to air test.

I have good low pressure oil. Today I hooked up a dial guage to the icp and cranked it. Got 0 psi. I hooked up 120 psi to it and heard air. When I commanded the ipr there was no change in sound. Could a stuck ipr really read 0 psi of oil pressure? Also the oil was low and I dont have any to add yet. Im using an OTC IPR Command Tool.

With all the oil system work you have done it will take a while to get oil back into everything. Especially if you didn't prefill the HPOP oil resivoir

On my 05 my ipr was stuck open 65% and I only had 163 psi . The 2285 I think is the same code I got after unplugging my icp. Some one on here has a great procedure for checking your hpop. you should do a search for it. If you have new dummy plugs, injector O-rings, and new stand pipes it would have to be the icp ipr or hpop.
