Help with a p2290 with edge cs on only

I have an late 04 ex with a new diesel site stock hpop upgrade as mine had a busted seal that was leaking and while i was there I replaced the oil cooler and deleted egr and pipe. When im running in stock my icp bounces really bad and can easily go 5 v plus at wot but never sets the p2290 code. I step the chip up to level 2 or above and when you get on it it will throw the p2290 code. I have yet to replace the stand pipes and dummy plugs as i was hoping to wait till summer gets back as it could turn cold any day now and i dont want the truck broke down. The values are good on the icp from koeo to koer but it will jump. setting at a stop sign it will read .8 to .9 to .7 and not stay still. is this normal? Does it seem that I still have a small leak. Im using rotella 15/40 with ford cap and filter. Any help would be greatly appreciated so i can diagnose and fix this problem before I end up on the side of the road.
