DLC/OBDII not working

I was trying to run some injectors tests on my truck and realized that my OBDII port isn't working anymore. It has no power on pin 16 and I checked the fuse already. One thing I noticed is that the cigarette lighter also doesn't have power and when I push it in to light it grounds out pin 16. Any ideas on what it could be?

I'm planning to trace the wiring this weekend but I figured I check if anyone else has seen this problem

The DLC connector power is a shared circuit with the cigar lighter. Check it's fuse and wireing for short or open circuit.
