Aluminum cover for blue spring upgrade

I found the International kit on eBay for the blue spring upgrade that does not include the aluminum cover that is about $20 cheaper than those that come with the cover. Is the new cover needed to complete the upgrade? It the cover updated in any way, or does it ware out? I am assuming the answer to both is no but want to be sure before purchase is made.

No need to replace the cover and it is not updated/improved in any way.

i always have replaced the cover, but no you dont have to.
