Bad IPR? FICM?

I have a 2003 6.0L. I have been having problems with it cutting out and doggin a little bit when I get in to it hard. The mechanic I took it to put a scan on it and something that he said was supposed to be around 60% had spiked to about 98% when I got in to it and it started doggin and cutting out. I can't remember what he said that reading was but those are the numbers. Also the other day I was running about 60 and it cut out twice for just a second each time. Like a glitch or something. But it hasn't done it since. Could these problems be related? Any idea what it could be? Thanks
