wondering about boost psi?

hello all. i asked this question awhile back and now that i have pulled the camper i have to ask again. i am running an all stock 03 with a quadzilla commander. no additional electronics, just gauges. in all situations, no matter temp, hill size, nothing, i cant go over 21 psi of boost. so the commander reads. its tapped right off the middle wire on the map sensor and soldered on. been like that since ive put it on. lots of guys i read about are getting close to 30 if not more. would it have anything to do with my reflashes in the past? cause i am running like the third one they put out 4 years ago. i have been scared to go get the newest ones over the years. maybe it was a preventitive measure on fords part to have less warranty claims? any techs out there that can tell me about flashes in the past if they would have done that?
anyway, all suggestions welcome cause short of taking it to the dealer, i dont know what it could be.

I think that most of the people with 30 lbs of boost are running tuners or chips... I don't think they are stock??

I'm bone stock, 31psi, tapped at the intake elbow.
