diesel start delay?

So im looking at getting an 04 ppowerstroke. Not set in stone but its on the table. So im not worried about the engine too much as it has tons of mods done professionally, so im thinking its tuned right. But when i went to start it it didn't starrtt the first time, just kept turnimg over, wouldn't fire. Well the second time it turned over for abotut 3 to 4 seconds, then started. Is this a normal issue? How difficult would it be to fix? Its my only concern with the truck right now.
