Cool Electrical issues with the dash!

Annoying problem. 2005 4x4 F250 6.0 super crew 48k stock. About a month ago my windshield wipers would just turn on once in a while. It stopped for a few weeks then it started to act up again and now they will not shut off at all so I pulled the fuse. When it started to act up I also noticed that my dash was acting up as well. When I get in the odometer is on but when I start it up I loose all of the dash lights as well as the radio and windows for 30 seconds to a minute. Any suggestions? Thanks in advance for your help!

does rain have any affect on it?? Could be water intrusion into the GEM module...which is behind the fuse panel...

fixed it changed the cluster now everything works.
